Emmigrating to Australia.....?? - hgv grants

Hello, I recently asked about 5 questions about what the training requirements that you successfully apply for a visa to live and work permanently in Australia. She gave me to do and places, and I am grateful. What I discovered that the visa has been introduced semi-skilled workers or the United Nations. Is that true? They say that on this site http://www.workpermit.com/news/2008-07-22/australia/minister-says-australia-needs-unskilled-foreign-labor.htm>>

Ok, well what Im asking is, there is someone who really knows the answer to this question provide a degree of semi-skilled / Un-skilled workers? Because my mother is assistant to the higher education, and my father has 2 lorry driver's license, and I was looking at sites such as seek.com.au and there are jobs available in these functions. Then ISIT possible to issue a visa? Since the Government have said they have no shortage of labor. Thank you!
